Arizona is making history by becoming the first U.S. state to create a government-managed Bitcoin reserve. On April 28, 2025, lawmakers passed SB 1025 and SB 1373, allowing up to 10% of state-managed funds—including treasury and pension assets—to be invested in Bitcoin and other digital assets. The initiative, led by Senator Wendy Rogers and Representative Jeff Weninger, aims to modernize Arizona’s financial strategy while ensuring transparency through on-chain audits and robust risk controls. The bills now await Governor Katie Hobbs’ signature. If enacted, Arizona will set a precedent for state-level crypto adoption.
