According to PANews, the European Parliament's Committee on Industry, Research and Energy (ITRE) approved a report on a technology sovereignty proposal on June 3, with plans for a plenary vote in July. The proposal, drafted by pro-Bitcoin Member of Parliament Sarah Knafo, aims to establish a digital ecosystem policy to help Europe compete with the United States and China. Key focuses include removing barriers to private innovation investment, developing energy-efficient computing and blockchain infrastructure, and ensuring digital financial privacy.

Knafo, who has previously opposed the digital euro and advocated for a Bitcoin strategic reserve, noted that the proposal could pass if right-wing parties support it, although left-wing parties are pressuring centrists to block it. European Central Bank President Christine Lagarde rejected the idea of a Bitcoin reserve in January 2025, emphasizing the need for central bank reserves to maintain liquidity and security.

Analysts remain cautious about the proposal's chances of passing, suggesting that significant changes are more likely to be driven by individual member states.
