PLUME Surges 25% as Network Gains SEC Registration as Transfer Agent for Tokenized Securities
Plume Network, a modular Layer 2 blockchain focused on real-world assets (RWAs), has officially received registration from the U.S. Securities and Exchange Commission (SEC) as a transfer agent, enabling compliant issuance, transfer, and management of tokenized securities directly on-chain.
Following the announcement, PLUME, the network’s native token, jumped 25%, with daily trading volume increasing 186%, reflecting strong market interest.
Regulatory Integration for Tokenized Securities
As a registered transfer agent, Plume can now manage digital securities and shareholder records on-chain while remaining interoperable with the Depository Trust & Clearing Corporation (DTCC) — the primary U.S. securities settlement network.
This infrastructure allows for on-chain IPOs, small-cap fundraising, and regulated fund management, reducing traditional tokenization timelines from months to weeks through automated smart contracts.
Plume’s framework provides a compliant bridge for institutions such as BlackRock, Fidelity, and Apollo, enabling blockchain-based asset transfers with regulatory safeguards.
“Transfer agent regulation exists to protect investors’ rights as shareholders,” said Chris Yin, CEO and Co-Founder of Plume. “With this fully on-chain protocol, we’re streamlining digital securities issuance in partnership with regulators.”
He added that this milestone positions Plume as a bridge between DeFi speed and TradFi compliance.
Modernizing Transfer Agent Functions
Traditionally, transfer agents maintain shareholder records, manage ownership changes, and distribute dividends or interest payments. Plume modernizes this model on-chain, providing immutable, transparent, and secure records of asset ownership and transfer activity.
Initial Product Rollout in Early 2026
Plume’s regulated transfer agent system is operational, allowing funds to engage with the infrastructure immediately. The company plans to launch Nest protocol vaults in Q1 2026.
Within Plume Network, Nest enables fund managers to create vaults backed by regulated financial instruments, allowing users to deposit stablecoins and earn yield from underlying RWAs.
Targeting 40 Act Funds
Plume has already attracted interest from SEC-registered investment funds (40 Act funds), including open-end mutual funds, closed-end funds, and unit investment trusts.
While challenges such as asset custody remain, they are expected to ease as SEC rules evolve through 2026–2027. The new license supports the migration of off-chain securities into compliant digital formats, particularly for 40 Act funds — a cornerstone of U.S. asset management with over $39 trillion under management.
Plume is also pursuing Alternative Trading System (ATS) and broker-dealer licenses, aiming to create a fully compliant on-chain capital market infrastructure tailored for institutional participants.

Plume’s framework provides a compliant bridge for institutions such as BlackRock, Fidelity, and Apollo, enabling blockchain-based asset transfers with regulatory safeguards.
“Transfer agent regulation exists to protect investors’ rights as shareholders,” said Chris Yin, CEO and Co-Founder of Plume. “With this fully on-chain protocol, we’re streamlining digital securities issuance in partnership with regulators.”
He added that this milestone positions Plume as a bridge between DeFi speed and TradFi compliance.
Modernizing Transfer Agent Functions
Traditionally, transfer agents maintain shareholder records, manage ownership changes, and distribute dividends or interest payments. Plume modernizes this model on-chain, providing immutable, transparent, and secure records of asset ownership and transfer activity.
Initial Product Rollout in Early 2026
Plume’s regulated transfer agent system is operational, allowing funds to engage with the infrastructure immediately. The company plans to launch Nest protocol vaults in Q1 2026.
Within Plume Network, Nest enables fund managers to create vaults backed by regulated financial instruments, allowing users to deposit stablecoins and earn yield from underlying RWAs.
Targeting 40 Act Funds
Plume has already attracted interest from SEC-registered investment funds (40 Act funds), including open-end mutual funds, closed-end funds, and unit investment trusts.
While challenges such as asset custody remain, they are expected to ease as SEC rules evolve through 2026–2027. The new license supports the migration of off-chain securities into compliant digital formats, particularly for 40 Act funds — a cornerstone of U.S. asset management with over $39 trillion under management.
Plume is also pursuing Alternative Trading System (ATS) and broker-dealer licenses, aiming to create a fully compliant on-chain capital market infrastructure tailored for institutional participants.
