1. If you only store coins on international exchanges without trading, you will not be penalized. (This is actually not scrutinized by anyone, unless you are under investigation for being involved in a certain case; otherwise, trading coins is still fine, but the important thing is that when using P2P to cash out Vietnamese money, you will be detected, because transactions can be traced through bank accounts.)
👉 💵 Solution: If you want to withdraw cash, you should transfer it to a non-KYC wallet (Trust, Meta…) and then transfer it back to a Vietnamese exchange to cash out.
2. Legal framework: After 6 months from when the exchange is officially licensed, processing will begin. Currently, no exchange has been licensed, meaning everything is still up in the air. (In my personal opinion, it will take a long time; by then, many ridiculous resolutions like this may no longer exist, allowing the domestic crypto sector to not be constrained and have the opportunity to integrate internationally 😀)
