Elon Musk’s social media platform X could face serious consequences in the United Kingdom following allegations that illegal AI-generated images linked to the Grok chatbot have surfaced online. Britain’s media regulator Ofcom has been asked to consider all enforcement options, including multi-billion-dollar fines or a complete block of X across the UK.

Grok Allegedly Used to Generate Illegal Images
The Internet Watch Foundation (IWF) revealed that its analysts discovered disturbing images on the dark web that appear to depict girls aged 11 to 13. The images were reportedly generated using Grok, an AI chatbot associated with Musk’s company xAI and integrated with X. According to Ofcom, the material qualifies as illegal child sexual abuse material (CSAM) under UK law.
UK Prime Minister Keir Starmer has instructed Ofcom to explore every available response option. Potential actions range from heavy financial penalties to a full shutdown of access to X within the UK.

Government Pressure Mounts on X
According to The Telegraph, the UK’s Online Safety Act grants authorities the power to fine platforms billions of dollars or block services that fail to comply with child protection standards. X currently has more than 650 million users globally, including over 20 million in the UK.
Speaking on Greatest Hits Radio, Starmer warned that X must act immediately to remove any harmful content. His comments followed reports of additional AI-generated images showing women and children partially unclothed, allegedly produced using Grok.

Not Only Grok: Other AI Tools Also Involved
Alexander Ngaire from the Internet Watch Foundation stated that while Grok was linked to some of the images, another AI tool was used to generate material classified as Category A, the most serious criminal classification in the UK. Nonetheless, Ngaire warned that tools like Grok significantly increase the risk of AI-generated child abuse imagery moving from the dark web into mainstream platforms.
The IWF emphasized that although the material was not found directly on X, the ability of AI systems to generate such content remains deeply concerning.

Musk Pushes Back Against UK Online Safety Law
Elon Musk has repeatedly criticized the UK’s Online Safety Act (OSA), arguing that it threatens freedom of expression and enables excessive government control. While Musk acknowledged the law’s intent to protect children, he described its enforcement mechanisms as overly aggressive and prone to misuse.
