If the proposal passes, the next version of Sui will feature a protocol upgrade that supports one-time identity verification for two specific transactions. These transactions will be hardcoded with the attackers' addresses, stolen asset objects, and their destinations. The upgrade will verify the voting outcome, and if approved, the stolen funds will be transferred from the attackers' addresses to a Cetus multisignature wallet. This wallet will be managed by Cetus, the Sui Foundation, and OtterSec as signatories.
