Ngày 20/05/2025, Hạ viện Texas đã thông qua dự luật Senate Bill 21 với tỷ lệ 105-23 trong lần đọc thứ hai, đưa nó tiến gần hơn đến việc thiết lập dự trữ Bitcoin đầu tiên tại bang, mở ra triển vọng lớn cho tiền điện tử.
Dự Luật Và Hỗ Trợ Lưỡng Đảng
Senate Bill 21, chính thức mang tên Texas Strategic Bitcoin Reserve and Investment Act, được Đại diện Giovanni Capriglione (Cộng hòa) đề xuất như một “biện pháp tiên phong” để xem tiền điện tử là cơ hội chiến lược, tăng cường khả năng tài chính của bang. Trước cuộc bỏ phiếu, ông nhấn mạnh Bitcoin không chỉ là xu hướng mà còn là “hàng rào chống lạm phát và biến động kinh tế”. Dự luật cho phép cơ quan kiểm soát tài chính bang quản lý quỹ đặc biệt ngoài kho bạc, với báo cáo hai năm một lần và hội đồng cố vấn chuyên gia crypto hỗ trợ.
Một sửa đổi từ Đại diện Linda Garcia (Dân chủ) tăng thời gian yêu cầu vốn hóa thị trường của crypto từ 12 lên 24 tháng, với ngưỡng tối thiểu 500 tỷ USD. Với sự ủng hộ lưỡng đảng, dự luật vượt qua lần đọc thứ hai và chuẩn bị cho lần đọc thứ ba tại Hạ viện.

Tác Động Và Triển Vọng
Nếu thông qua và hòa giải với phiên bản Thượng viện, dự luật sẽ đến tay Thống đốc, biến #Texas thành bang thứ hai tại Mỹ lập dự trữ Bitcoin, sau New Hampshire vào đầu tháng 5/2025. Arizona từng định theo đuổi nhưng bị Thống đốc bác bỏ, chỉ thông qua luật về crypto không nhận diện. Texas, vốn là trung tâm khai thác crypto lớn tại Mỹ trong hai năm qua, có thể củng cố vị thế nếu thành công.
Với Bitcoin hiện đứng vững trên 100.000Usd, dòng tiền quỹ crypto đạt 3,4 tỷ USD tuần qua, và dự báo tích lũy 330 tỷ USD đến 2029, cùng Ethereum (2.600 USD) tăng trưởng, dự luật này có thể thúc đẩy đầu tư dài hạn. Trong 2-3 năm tới, nếu Texas dẫn đầu, các bang khác có thể noi theo, nâng cao vai trò của crypto trong tài chính nhà nước.

Texas is now the 8th largest economy in the world.  It’s bitcoin reserve and strategic investment Act, known as the SB21, has not only allowed the state to invest in bitcoin, but has catapulted the state into a future worth called “promising”.

The bill has ben passed the third and final time and is headed to the Governor for signing  or implementing. This will not only give full control of the reserve, but will also grant them the right to tag “bitcoin” as an official state reserve..

Texas’ strategic bitcoin reserve bill has passed It’s second reading in the state house advancing efforts to allow the state to hold Bitcoin $BTC

The whole point of the bill is to authorize comptrollers to manage bitcoin holdings as a hedge against inflation and financial instability.

At the end of the day, this is one step forward for the future of Bitcoin and digital currency as a future reserve for the state.

Texas is once again proving it doesn’t want to lag behind when it comes to innovation. Lawmakers in the Lone Star State have just moved the bill to create a state-managed Bitcoin reserve into its third reading — and all signs point to a smooth approval process.

🗳️ Clear Support in the House – Bitcoin Gets the Green Light
The bill received broad bipartisan support. It passed the second reading without opposition, and analysts say it’s only a matter of time before the governor signs it into law. The Bitcoin reserve would be overseen by the Texas Comptroller of Public Accounts — meaning it would be fully state-run and transparent.
Dennis Porter, CEO of SatoshiActFund and a key advocate for state-level crypto policy, shared the news on X, confirming that the third reading is set for the following day.

📈 Texas Wants to Lead the Pack
Texas isn’t the first to go down this path. Arizona and New Hampshire have already established their own strategic Bitcoin reserves — and more U.S. states are lining up to join.
It all started back in March, when President Donald Trump signed an executive order creating a national Bitcoin reserve. Since then, a crypto gold rush has kicked off, with various states scrambling to pass their own versions of the legislation.

Interest in strategic Bitcoin reserves is now spreading beyond U.S. borders:
🔹 Ukraine is planning to launch the first national Bitcoin reserve in the EU, with backing from Binance, which will serve as a strategic partner.

🔹 Conor McGregor, former UFC champion, is reportedly working on an Irish Bitcoin reserve, and has scheduled a meeting with El Salvador’s President Nayib Bukele, known for his bold Bitcoin initiatives.

💸 Bitcoin Price Reacts – And Keeps Climbing
As the idea of state-supported Bitcoin holdings gains traction, the price of BTC is following suit. At the time of writing, Bitcoin is trading at $106,000 and steadily approaching a new all-time high.
