Referendum 706 is nothing more than a proposal made on polkadot's Opengov.
The proposal does not have any applicable support, or rather, it is not even possible.
Don't get excited about this news.
I read the proposal, I can say that it was considered irrelevant and unfeasible, with 97% of votes against.
