First, Maduro remains in power with strong military and police support in Venezuela, making any attempt at capture a life-threatening risk. Second, international criminal cartels such as Sinaloa and Tren de Aragua are involved, known for their extreme violence. Moreover, this matter has geopolitical implications: any action could escalate tensions between the U.S. and countries allied with Venezuela, such as Russia or Iran. Finally, those who get involved could become targets of reprisals or persecution.
