🇺🇸 United States Cryptocurrency Legislation Progress Overview

1. GENIUS Act (Stablecoin Act) — Became law

• Signing date: July 18, 2025

• Core content:

• Requires stablecoins to be backed 1:1 by reserve dollars or highly liquid government assets

• Issuers must obtain approval from federal or state regulatory agencies

• Prohibits claims that stablecoins are guaranteed or secured by the U.S. government

• Mandatory monthly disclosure of reserve details and subject to audits

• Significance: The first federal regulatory framework for stablecoins in the United States, clearly protecting consumer interests and market transparency  

2. Clarity Act (Digital Asset Market Structure Act) — Passed the House of Representatives

• Function positioning:

• Clearly defines the SEC (Securities and Exchange Commission) and CFTC (Commodity Futures Trading Commission) regulatory responsibilities for different crypto assets

• Regulates the registration, custody, operation, and trading rules of trading platforms

• Latest progress:

• Passed the House in July, currently under Senate review   

3. Anti-CBDC Surveillance State Act (Anti-Central Bank Digital Currency Act)

• Prohibits the Federal Reserve from issuing retail central bank digital currency (CBDC) without Congressional approval

• The bill has passed the House and is now in the Senate review stage 

4. “Project Crypto” — SEC's Policy Shift

• Leader: SEC Chairman Paul Atkins

• Policy direction: Shift from strict enforcement to promoting market on-chain integration and technological convergence

• Clearly defines what constitutes a security, commodity, or stablecoin

• Supports public fundraising conditions and exemptions for ICOs, airdrops, and decentralized financial products

• Expected to promote the integration of tokenized securities and traditional assets  

5. Presidential Task Force Report and Policy Blueprint

• The White House task force and the Treasury Department publicly released the “Digital Asset Market Construction Report,” including several radical regulatory and innovation encouragement recommendations

• Provides a systematic direction for future U.S. enforcement and legislation, highlighting the U.S. policy determination to become a global leader in cryptocurrency
