The project is led by SEC Chair Paul Atkins and is designed to support President Trump's vision of making the US the "crypto capital of the world". It involves a broad range of initiatives across the Commission, including : A dedicated task force led by Commissioner Hester Peirce to explore exemptions and other authorities to ensure outdated regulations don't block progress. AI-Powered Oversight - Implementing AI-driven compliance tools to improve supervision in decentralized markets. Safe Harbor for Startups - Providing a safe harbor for startups to experiment without immediate regulatory constraints. The report also recommends : Self-Custody Rights - Affirming the right to self-custody digital assets without intermediaries. CFTC Authority - Granting the Commodity Futures Trading Commission authority over non-security spot markets. Updated Tax Guidance - Clarifying tax policies on digital assets, including wrapping transactions and unrealized gains.
