VIP-534 [BNB Chain] Risk Parameters Adjustments (Liquid Staked ETH assets on BNB Chain)

If passed, this VIP will perform the changes recommended by Chaos Labs in the Venus community forum publication Chaos Labs - Isolated Instance Parameter Updates - 07/17/25:

- ETH (Liquid Staked ETH):

- reduce the supply cap, from 3,600 ETH to 18 ETH

- reduce the borrow cap, from 3,250 ETH to 10 ETH

- wstETH (Liquid Staked ETH):

- reduce the supply cap, from 3,200 wstETH to 10.75 wstETH

- reduce the borrow cap, from 320 wstETH to 0 wstETH

- increase the Collateral Factor, from 0% to 5%

- weETH (Liquid Staked ETH):

- reduce the supply cap, from 120 weETH to 4 weETH

- reduce the borrow cap, from 60 weETH to 0 weETH

- increase the Collateral Factor, from 0% to 5%
