Major updates:

✦ Batch — grouped transactions with atomic execution.
✦ PermissionedDEX — DEX with access control for compliance.
✦ AMMv1_3 — protection against violations while operating AMM.
✦ EnforceNFTokenTrustlineV2 — prohibition on sending NFTs without permission.
✦ PayChanCancelAfter — protection against the 'revival' of outdated payment channels.
✦ Improved network performance: transaction processing, multi-signatures, and I/O.
✦ A new Bootstrap Cluster has been added to the network — XRPL Commons.
