Legislative Step

The GENIUS Act (S.1582) was passed in the U.S. Senate on June 17, 2025, by a majority (68 to 30).

The law imposes:

Full reserves (1:1) of liquid assets such as the U.S. dollar or short-term Treasury bonds.

Monthly reports on reserve composition; an obligation to conduct annual audits for large companies (market cap ≥ $50 billion).

Protection for stablecoin holders in cases of issuer bankruptcy.

Political Situation

President Trump has called for its swift passage “clean” without including broader reforms for exchanges or intermediaries, to avoid disrupting the process.

It has been received by some Republicans as an opportunity to boost demand for U.S. Treasury bonds, while Democrats criticized the law for weak anti-money laundering measures and failing to address potential conflicts of interest for the president.

Next Stage

The law is now before the House of Representatives and is expected to be signed by the president before the end of August.
