VietnamCryptoPolicy: Vietnam moves towards clear regulation of the crypto ecosystem

Vietnam is in the final stretch of defining a comprehensive legal framework for crypto assets. In March 2025, Prime Minister Phạm Minh Chính instructed the Ministry of Finance and the State Bank to draft regulations that would include a sandbox for regulated platforms, with the aim of presenting the proposal this very month.

The new legislation based on key Resolutions of 2024–2025 aims to establish legal frameworks for issuance, custody, trading, imposing licenses, and inter-institutional oversight among Finance, Central Bank, Justice, and Public Security. This pilot program is expected to last until December 2027, after which its legal expansion will be evaluated.

Additionally, tax models are being considered: a transactional tax (0.1%) and levies on gains, similar to financial securities, alongside licenses for exchanges.

With massive adoption — nearly 17 million users and flows of over 100,000 million USD in 2023 — these measures aim to protect investors, attract investments, and reduce capital flight.
