1. Digital assets are legalized for the first time
The new law divides digital assets into 2 types:
- Virtual assets: used for investment or exchange, not securities or fiat money
This is a type of asset that exists in the form of digital data and can be used for investment or exchange, for example, you use a virtual item in the game to sell for money, or some reward points traded among users.
For example:
. Virtual assets in the game can be resold
. Tokens used in the service ecosystem (but not recognized as currency)
. Accumulated reward points have exchange value
- Encrypted assets (like crypto): created, stored, and transferred using encryption technology
This is a form of digital asset created, stored, and transferred using encryption technology, such as blockchain.
Unlike regular virtual assets, encrypted assets can:
. Traded on a decentralized network
. Can have high value and be widely accepted
. Have clear security, authentication, and transfer mechanisms thanks to technology
Both types are recognized as legal, but specific details will be further guided by the Government later.
2. Meet international standards
- The law requires measures such as:
- System security and safety
- Prevent money laundering and terrorist financing
- Manage digital assets transparently and clearly
3. Strong support for technology businesses
The law brings many incentive policies such as:
- Tax reduction, land use incentives
- Support the recruitment and training of high-tech human resources
- Encourage startups, test new technologies
- Build shared digital infrastructure
Especially prioritize areas such as software, AI, semiconductors, and data centers.
4. Semiconductor (chip) industry development strategy
- Objective: to build a strong chip manufacturing industry and participate in the global supply chain.
- Support the entire process from research, design, production, packaging to testing
- Attract foreign investment, connect with the electronics industry
5. Manage AI and incorporate it into education
- The law sets forth principles to manage high-risk AI, ensuring user safety
- Training content on digital technology and AI will be included in the national education program, implemented in both public and private schools
