❗️On the morning of May 18, Prime Minister Pham Minh Chinh shared that the government is preparing to launch a movement of “the entire people striving to get rich,” aiming to collectively contribute to economic development, building, and protecting the Fatherland. The Ministry of Home Affairs will be responsible for implementing this movement.
❗️Speaking at the conference, the Prime Minister presented the key content of Resolution 68 of the Politburo – a document guiding the stronger development of the private economy. He emphasized that over the past nearly 40 years, the Party and State’s perspective on the private sector has undergone many positive changes. The private economy has become a significant driving force of the economy, contributing notably to GDP growth, job creation, increasing state revenue, and improving people's lives.
❗️Currently, the country has nearly 1 million private enterprises operating in various fields. This is also a stable growth sector contributing about 50% of GDP. Many large private enterprises and corporations have expanded to the regional and international levels, strongly promoting the startup movement. The Vietnamese entrepreneurial team is increasingly confident, creative, and full of aspirations.
❗️Alongside achievements, the Prime Minister also candidly pointed out some limitations and barriers that need to be addressed. Especially outdated mindsets such as “if we can't manage it, then prohibit it,” or policies that do not effectively support entrepreneurs. He believes that the State needs to play a facilitating role – that is, to create conditions and pave the way for enterprises to develop – by issuing clear, transparent policies suitable for each industry.
For example, to develop the electric vehicle, wind power, or solar power industries, it is necessary to have preferential policies, while encouraging enterprises to invest and receive technology transfer – although currently, technology transfer remains a significant challenge.
❗️Another important point emphasized by the Prime Minister is ensuring fairness among economic sectors. He desires that the private economy be treated equally, supported in building brands, and conquering international markets. He cited a practical example: the same shirt made by Vietnamese people, with the same materials, but if it bears a famous brand like Nike or Adidas, its value can be many times higher than that of domestic brands.
❗️Resolution 68 sets out 5 groundbreaking guiding viewpoints to promote the private economy. Among them is a very noteworthy content: to eliminate prejudice and regard entrepreneurs as “warriors” on the economic front. “The market is a battlefield, and entrepreneurs must be soldiers,” the Prime Minister emphasized.
❗️The government will also focus on helping private enterprises access resources such as land, capital, and high-quality human resources more effectively. Alongside this is a training program for 10,000 CEOs, aiming to help small and medium-sized enterprises develop into large enterprises, reaching regional and global standards.
❗️Regarding the legal framework, the resolution also sets forth principles to clearly delineate between administrative, civil, and criminal responsibilities. In cases of violations that do not warrant criminal prosecution, it is necessary to avoid criminalization and prioritize economic damage recovery measures. At the same time, ensuring property rights, legitimate business rights, fair competition rights, and contract enforcement for private enterprises. The government also commits not to retroactively apply legal regulations that disadvantage enterprises and to respect the principle of “presumption of innocence” during investigation and trial.
❗️The Prime Minister has high hopes: “How can large enterprises become even larger, global enterprises; small and medium-sized enterprises must gradually become large enterprises.”
✅ In conclusion, the Prime Minister emphasized the government’s action motto when implementing Resolution 68: “High determination, great efforts, decisive actions, clearly defined focus and priorities.”
At the conference, he also directly answered many opinions and proposals from the business community related to policies and expectations for the development of the private economy in the near future.
