To open an account in a Polish bank, we need to obtain PESEL.
The PESEL number is an 11-digit digital character that identifies an individual. It includes the date of birth, serial number, gender and control number (this is a digit that allows electronic verification of the correctness of the identification number assigned). PESEL is issued by the minister responsible for computerization.
The PESEL number is the only unique identifier of every citizen of the Republic of Poland. Therefore, it is important to properly protect it and not disclose it to third parties. It is recommended not to give out your PESEL number when in public, and not to leave your ID card unattended or give it to anyone. The theft of documents should be reported immediately - by contacting the police department, as well as by calling the bank and blocking the card.
So what does PESEL do in Poland?
Most often, a PESEL number must be provided in the following cases:
when changing place of residence,
when changing marital status,
before starting a new job,
when applying for a loan from a bank,
for a tax return of an individual,
when purchasing insurance/visiting a hospital.
The number is issued once and for life. It can be changed only in case of gender change or if the number itself is incorrect (the first part of PESEL consists of the date of birth).
The presence of PESEL allows the tax authorities to uniquely identify the taxpayer (employee). This is also an opportunity for a foreigner to prepare and publish a tax return in the Twój e-PIT service on the website podatki.gov.pl. This will make it easier for taxpayers to pay the tax office: they will be able to use their PESEL number to log into the Twój e-PIT service or file a tax return using the free e-Deklaracje application available on the website podatki.gov.pl.
A PESEL number can be issued at the local city council (Urząd Miejski) or commune council (Urząd Gminy) at the place of your registration.
The NIP number is issued at the tax office (Urząd Skarbowy) also at the place of registration or the place of registration of your employer if you do not have a residence permit. If you are a citizen of the European Union or a family member of an EU citizen, then for such foreigners it is possible to apply for PESEL, as well as registration via the Internet.
WHAT IS REQUIRED TO APPLY FOR A TIN.
To obtain an NIP, you need to contact the local Urząd Skarbowy with a passport with a valid visa (or with a residence card) and your work contract.
There, fill out the NIP-7 form on the spot and submit it to the tax inspector, presenting the above documents. The inspector may additionally require photocopies of your passport or contract, so just in case, take copies of both one and the second document. The inspector will tell you when the NIP will be ready. As a rule, this period is up to 7 days.
To obtain a PESEL number, you need to contact your local city or commune department at your place of registration. You must have a passport with a valid visa (or a residence card) and a rental agreement. You submit these documents to the inspector and if everything is in order with them, you will be given a PESEL number within a couple of hours.
If you do not have a registration, you can obtain a PESEL number without it. To do this, you need to additionally fill out an application to assign you a PESEL number. This application must state the legal basis for obtaining the identification number. For example, if you are required to provide this number by some government agency. This could be the tax office, ZUS, and sometimes even the police, if you have been issued a fine, and it is possible to pay it only if you have PESEL.
WHAT PROBLEMS CAN ARISE WHEN OBTAINING A TIN IN POLAND?
For many foreigners, the biggest problem is the lack of registration and for this reason, most of them do not apply for a PESEL number. But if you justify the legal basis for the need to obtain a PESEL number, then they can legally assign it to you without registration.
How to obtain PESEL in Poland A PESEL number is issued automatically or can be assigned upon request of an individual. The number is issued:
automatically by the head of the administration department (Urząd Stanu Cywilnego) when issuing a birth certificate for children of Polish citizens or foreigners living and born on the territory of the Republic of Poland (all this data is collected in the PESEL register);
automatically by the body of the commune authorized to register the permanent or temporary residence of persons (propiska). Their data is collected in the PESEL registry;
automatically by the authority that issues a Polish document (identity card or passport) to persons residing outside the territory of the Republic of Poland;
by the commune authority at the individual request of a foreigner (this option is exactly suitable for all those who arrived in Poland and want to receive a pesel). Every foreigner residing in Poland is automatically assigned a PESEL number after receiving registration. You can get it if your stay in Poland is more than 30 days. To obtain a pesel without registration, recently there has been a simplified procedure, which we will discuss in the next section.
Simplified procedure for obtaining PESEL for Ukrainians
Since the end of February 2022, a simplified procedure for obtaining pesel has been available for Ukrainian refugees. It is no longer necessary to have permanent residence.
First, you need to fill out an application (you can print it out in advance or take the form on site, from the administration): in Polish and Ukrainian or in Polish and Russian.
You will also need a photo (some reception centers take photos for free) and a document proving your identity (Ukrainian passport, travel document, Pole card, other document with a photo, birth certificate for persons under 18 years of age). After this, you need to come to the administration or a special point where they issue a pesel number.
You can find information on where you can get it on the Internet (it all depends on the city).
PESEL can be obtained from any city administration (Urząd). Due to the influx of refugees, be prepared for long queues. Information may change and be updated, so be sure to check the Polish government website regularly.
After submitting the application, the question arises how to find out your PESEL number. On the spot, you must be given a document containing an 11-digit digital symbol that identifies you as an individual. The document must be saved, and the number must be written down or remembered. In the future, if you receive a Polish residence permit (karta pobytu), the pesel will also be written on your card.
In addition, along with the pesel, you will automatically be created a profil zaufany (trusted profile), an electronic signature that will allow you to solve many administrative issues online.
Is it possible to get Pesel without registration?
Foreigners living in Poland are automatically issued a PESEL number if they are registered at their place of residence. It is more difficult to obtain a pesel without registration - for this you must provide a legal basis, that is, explain why you need it (for example, to obtain a bank card).
At the moment, to receive a pesel, Ukrainian refugees need to fill out a form, provide a photo and present an ID. This will be enough to obtain a PESEL number.
How much does Pesel cost in Poland?
The government website states that the pesel can be obtained for free - you will not have to pay any additional fees. This number is necessary for everyday life not only for Poles, but also for foreigners who decide to stay in Poland for a long time.
Which bank to choose?
I would advise choosing Santander or PKO Bank Polski - at the moment they are the most loyal. They do not require a residence permit or a bunch of other pieces of paper.
