President Donald Trump has a new idea about how to collect taxes in the United States. His plan is to completely eliminate some taxes that people currently pay:
Tip taxes: If you work in a place where you receive tips (like a restaurant), you would no longer have to pay taxes on that money to the federal government.
Overtime taxes: If you work more than your normal hours and are paid extra for those hours (overtime), that money would also not pay federal taxes.
Social Security taxes: A part of the money that workers earn goes to a fund called Social Security, which helps elderly people and those with disabilities. With Trump's plan, federal taxes would no longer be paid on this money.
How is this going to be done?
The Republicans, who are a political party, want to pass this law in Congress (where laws are made in the United States). Since they have the majority in Congress, they believe they can do so without the Democrats (another political party) agreeing.
There is already a draft of what this law would look like, and although it is still not the final version, it gives us an idea of what Trump wants to change.
It won't be so easy.
Although Republicans have the power to pass the law, it is not all straightforward. There are rules about how much money the government can spend, and some Republicans are concerned that this plan will cost too much.
Some experts say that since the Republicans have a small advantage in Congress, a few of them who disagree could stop the whole plan. There are also those who think that the plan should be more careful with government money.
Let's remember the previous law from Trump.
In 2017, Trump already made a big tax reform called the Tax Cuts and Jobs Act (TCJA). That law lowered taxes for businesses and individuals. Many of these changes will disappear after 2025 if something new is not done.
Trump's new plan seeks for some of those changes to remain forever and others to last a bit longer. For example, he wants tax brackets to automatically adjust with inflation (when prices go up) and for a benefit for businesses to last longer. He also wants to increase the money given to families for each child from $2,000 to $2,500.
Another important topic: local taxes.
There is a limit on the amount of taxes you pay to your state and city that you can deduct from your federal taxes. This limit was put in place in the 2017 law, and some states with high taxes want it removed. Surprisingly, Trump now agrees with this, although it is still not in the draft of the new law.
An expert says that removing this limit would primarily help people with higher incomes, as lower-income individuals generally do not deduct these taxes.
The big changes that Trump wants.
In addition to extending some of the changes from the previous law, Trump wants three main things:
That no federal taxes are paid on tips.
That no federal taxes are paid on overtime.
That no federal taxes are paid on Social Security.
These were promises that Trump made when he was seeking to be president. Although they are still not in the draft of the law, he still wants them.
There are doubts about how these changes would work. For example, people might try to claim that a normal part of their salary is "overtime" or "tips" to avoid paying taxes. However, an expert says there could be ways to avoid this problem.
