The reason for the delay in the approval of the ETH Staking ETF was the pectra update, namely;

"EIP-7251 increases the maximum stake amount per validator from 32 ETH to 2048 ETH, making staking more efficient for large stakers."

The update came at a very good time, next up is ETF approval.
