The MEME Act is a proposed bill introduced in February 2025 by Democrats in the U.S. House of Representatives, but it is not yet law, so it has no legal effect. This allowed Donald Trump to launch his memecoin $TRUMP in January 2025, before the proposal was presented. Additionally, the Securities and Exchange Commission (SEC) declared in February 2025 that memecoins are not securities, exempting them from strict regulation, which facilitated their creation. Trump, through CIC Digital LLC and Fight Fight Fight LLC, controls 80% of the tokens, generating millions in trading fees.
