New Legislation Targets Crypto Ethics: The #MEMEAct

On February 27, 2025, Representative Sam Liccardo introduced the Modern Emoluments and Malfeasance Enforcement Act (aka the MEME Act) to tackle ethical concerns in the cryptocurrency space. The bill would bar U.S. officials—including the president, vice president, and members of Congress—from creating, backing, or promoting digital assets such as meme coins.

Prompted by controversies like the Trump $TRUMP memecoin dinner, the legislation aims to prevent conflicts of interest and financial misconduct. According to GovTrack, the bill has only a 4% chance of passing committee, but it’s already stirring strong reactions. While some in the crypto industry welcome the push for transparency, others argue it threatens innovation in the meme coin arena.
