The U.S. stablecoin bill, known as the GENIUS Act, is a bipartisan legislative effort aimed at establishing a comprehensive federal framework for the regulation of stablecoins. Introduced by Senators Bill Hagerty (R-TN) and Kirsten Gillibrand (D-NY), the bill mandates that stablecoin issuers maintain reserves on a 1:1 basis with U.S. dollars or high-quality liquid assets. It prohibits the issuance of unbacked algorithmic stablecoins and requires full transparency, including monthly reserve certifications.
