Digital Asset Market Structure and Investor Protection Act (Beyer Bill)

Objective : Resolves ambiguities in digital asset categorization and strengthens investor protections.

Key Provisions :

Defines "Digital Asset Securities" (regulated by SEC) and "Digital Assets" (regulated by CFTC).

Requires SEC/CFTC to jointly classify top 25 cryptocurrencies within 270 days.

Shortens the "actual delivery" window for commodity transactions to 24 hours.

Bans unapproved fiat-backed stablecoins and authorizes a Federal Reserve CBDC ("Digital Federal Reserve Notes").

Expands AML/KYC requirements for virtual asset service providers (VASPs).
