U.S. and Ukraine Finalize Landmark Deal on Natural Resources
On April 30, 2025, the United States and Ukraine signed a landmark agreement granting American companies access to Ukraine's vast reserves of critical natural resources. The deal, signed by Ukrainian Deputy Prime Minister Yulia Svyrydenko and U.S. Treasury Secretary Scott Bessent, aims to support Ukraine’s post-war economic recovery while helping the U.S. reduce dependence on Chinese-controlled rare earth elements.
Under the agreement, a Joint Reconstruction Investment Fund will be established, co-managed by both nations. Ukraine will commit 50% of future revenues from state-owned resources—such as lithium, titanium, natural gas, and rare earths—into this fund, with a focus on infrastructure and industrial development. Notably, the deal excludes repayment of previous U.S. military aid and does not include direct security guarantees.
This partnership is seen as a strategic move by Washington to secure materials vital to clean energy, defense, and tech industries.
