Arizona is poised to become the first U.S. state to hold Bitcoin as a reserve asset. In April 2025, the state legislature passed bills allowing up to 10% of Arizona’s $31.5 billion in public funds to be invested in Bitcoin and other digital assets-potentially over $3 billion. The legislation also creates a Digital Assets Strategic Reserve Fund for seized and appropriated crypto, with strict audit and risk controls. The bills await Governor Katie Hobbs’ signature. If approved, Arizona could acquire around 31,000 BTC, setting a precedent for other states and signaling growing public sector adoption of digital assets
