Focus on underlying hard technology: Targeting key technologies such as blockchain-specific chips, privacy computing, and cross-chain interoperability, plan to conquer over 10 self-controlled technological achievements such as PB-level trusted storage and anti-quantum encryption algorithms, filling the domestic technology gap;
Build a new secure infrastructure: Strengthen the innovative integration of blockchain with trusted computing, digital identity, etc., to create a 'security foundation' supporting the national digital infrastructure and resolve the contradiction between data circulation and privacy protection.
2. Scene deep cultivation: Scaled landing in five major fields, creating 'Blockchain+' benchmarks.
Focus on five major fields: AI large models, government services, financial technology, healthcare, and cross-border trade, forming more than 20 replicable and promotable benchmark application cases;
For example: In the field of AI large models, explore blockchain-enabled data rights confirmation and the entire process of model training being trustworthy; in cross-border trade, build an integrated platform for 'on-chain customs clearance + on-chain settlement', which is expected to reduce cross-border collaboration costs for enterprises by more than 30%.
3. Ecological foundation: Establish national-level hub nodes to activate industrial cluster effects.
With Zhongguancun as the core, build blockchain computing power clusters, open-source communities, innovation laboratories, and other infrastructures to attract leading enterprises and research institutions to form a closed-loop ecology of 'technology research and development - scenario verification - standard output';
Promote cross-chain interconnectivity: Relying on national-level blockchain networks such as 'Spark·Chain Network', achieve coordination with regional chain networks in Beijing-Tianjin-Hebei, Yangtze River Delta, etc., to build a national blockchain technology source.
Policy highlights:
Funding support: Establish a special blockchain fund, providing up to 100 million yuan in subsidies for key technology research projects;
Scene openness: Government data and public service scenarios will be prioritized for blockchain enterprises, with the first batch releasing over 50 government data interfaces;
Talent attraction: Launch the 'Blockchain Elite Program', offering a package of support for high-level overseas talents including residency and research funding.
This action plan marks Beijing's leap from 'pilot exploration' to 'systematic breakthroughs' in blockchain development. Through technological breakthroughs, scenario-driven approaches, and ecological empowerment, Beijing not only aims to reshape the rules of digital economic security but also hopes to gain rule-making rights in global blockchain competition.
