The Slovenian capital, Ljubljana, has been recognized as the world’s most accommodating city for cryptocurrency users, according to the 2025 Crypto Report by migration advisory firm Multipolitan.

The newly released Crypto-Friendly Cities Index placed Ljubljana ahead of major financial hubs Hong Kong and Zurich, Switzerland, which tied for second place. The index evaluated 20 cities globally, assessing their crypto-friendliness based on factors including regulatory frameworks, tax environments, lifestyle quality, and digital and crypto infrastructure.

Multipolitan’s analysis considered elements such as licensing procedures, capital gains tax rates, GDP per capita, housing affordability, and internet speeds. The report highlighted the significance of “the presence of crypto ATMs and retail adoption rates” as indicators of each city’s established cryptocurrency culture, noting that “high concentrations of these assets earned the top scores.”

Singapore and Abu Dhabi in the United Arab Emirates secured the fourth and fifth positions, respectively. Both locations have actively sought to attract crypto businesses through low-tax policies and specialized licensing and regulatory systems.

Sydney, Australia, positioned itself in the middle of the ranking at tenth place, noted for having the highest number of crypto ATMs among the surveyed cities.

Madison, Wisconsin, was the sole North American city to feature in the index, sharing the eleventh spot with Riga (Latvia), Doha (Qatar), and Riyadh (Saudi Arabia).
