Binance will add observation labels for ARDR, BSW, FLM, LTO, NKN, PDA, PERP, VIB, VOXEL, and WING, and remove the seed labels for JUP, STRK, and TON (2025/04/03)

Based on recent reviews, Binance will add [观察标签](https://www.binance.com/zh-CN/markets/coinInfo-Monitoring) for more tokens on April 3, 2025, and remove the corresponding tokens' seed labels.
The tokens to be added to the observation label list are as follows:
