Here, I was surprised by the response because it indicates that he (does not believe) in Bitcoin, but is only following the words of those around him because (they believe in it) and not because (he believes in it). So is this executive order a (gesture)?
He also referred to Bitcoin as "something" and his way of responding makes it seem as if he is hearing about it for the first time. He does not know any information about it.
