Introduction

As the Filecoin community looks forward to 2025, the Filecoin Foundation (FF) seeks to unite the Filecoin ecosystem around FF's top ecosystem goal: mobilizing the Filecoin community to ensure seamless operation and find product-market fit. But first, we want to reflect on 2024 and celebrate the achievements of the Filecoin Foundation and the broader ecosystem, from network upgrades and infrastructure improvements to data onboarding partnerships, governance initiatives, and more.

We are proud to share our progress and grateful for the opportunity to continue supporting the Filecoin ecosystem in 2025.

What is the Filecoin Foundation?

The mission of the Filecoin Foundation is to protect humanity's most important information by promoting the open governance of the Filecoin network, funding R&D projects related to Filecoin and decentralized technologies, and supporting the development of the Filecoin ecosystem and community.

FF's vision is to create a world where Filecoin and related decentralized technologies preserve and protect our world's history, empower users, and embed core civil liberties and human rights (such as freedom of speech and privacy) into the structure of global technological infrastructure. We aim to build a decentralized, efficient, and robust foundation for the future of the web.

In 2017, the creators of Filecoin envisioned a governance body as the long-term manager of the Filecoin network, modeled after other open-source foundations like Mozilla and the Linux Foundation. The Filecoin ecosystem is entirely decentralized, meaning FF does not dominate or dictate the direction of the Filecoin ecosystem. Instead, like other open-source governance bodies, FF aims to unite and empower the Filecoin community, including storage providers, data clients, token holders, developers, and other ecosystem participants. This includes facilitating open governance processes for the Filecoin network, funding teams building within the ecosystem, hosting events to gather ecosystem participants, running key security programs, and supporting the Filecoin ecosystem in other ways.

In this report, you will learn how the Filecoin Foundation supported the Filecoin community in 2024 and understand FF's strategic priorities in 2025. FF's top ecosystem goal in 2025 is to make Filecoin run seamlessly and find product-market fit, but FF cannot dictate what the Filecoin community should do to pursue these goals. Instead, FF's strategic focus in 2025 is to unite the community to achieve these goals. This includes driving a process for the community to align on the most critical actions to ensure Filecoin runs seamlessly and finds product-market fit, supporting projects that help achieve these goals, and transitioning to play a larger role in convening the Filecoin ecosystem, ensuring the right people discuss the right things at the right time.

But before we dive into the plans for 2025, let's recap the achievements of the Filecoin Foundation in 2024.

Ecosystem Funding: Supporting the Filecoin community.

RetroPGF Funding

The Retroactive Public Goods Funding (RetroPGF) is an upgrade plan for the Filecoin economic mechanism aimed at addressing funding gaps. Filecoin RetroPGF.

Seeking to fund contributions that impact Filecoin through an Optimism-style retroactive public goods funding model. The Filecoin Foundation funds the RetroPGF fund, which allocated resources to 197 projects in 2024.

Grants and Other Funding

The Filecoin Foundation funds projects in the Filecoin ecosystem through various mechanisms, including ecosystem partnerships, collaborations, contracts, as well as small and large grants. FF also funds dozens of global hackathons, provides financial support to teams building protocol tools, and pays bug bounties to secure the network. Additionally, FF provides public grant funding to support new projects entering the ecosystem.

FF Funding Highlights

The Filecoin Foundation commits to funding and continuing support for the following projects from October 2023 to September 2024, the 2024 fiscal year. This is not an exhaustive list of projects that FF funds in FY24.

Agregore P2P Web Tutorials: These easy-to-follow tutorials lower the barriers to entry for building applications on P2P networks, including IPFS.

Algovera: AI Workflow/Assistant for Web3: This project is creating a platform for building and deploying AI workflows and assistants that interact with Web3 services like IPFS and profit from them.

Ankr x Filecoin RPC Integration: Ankr is working to launch a public, load-balanced Remote Procedure Call (RPC) for Filecoin to support developer growth.

AutoNATv2 Implementation for rust-libp2p: This project is implementing changes to keep rust-libp2p in sync with current libp2p specifications.

Beryx Resource Explorer: Beryx is a platform developed by Zondax that includes public historical data, streaming data, and metrics from the Filecoin blockchain.

Blockscout: Blockscout is a tool for inspecting and analyzing EVM-based blockchains. The blockchain explorer provides faster indexing, comprehensive search capabilities, and views of transactions, receipts, addresses, and metadata.

Decentralized Storage Alliance (DSA): DSA is a professional organization that includes global leaders from AMD, EY, Seagate, Supranational, Protocol Labs, and FF, with a mission to envision a better decentralized data storage path for enterprise organizations.

Democracy's Library: The Internet Archive's initiative, Democracy's Library, creates a free, open collection of government data so that the public can permanently access research and publications from governments around the world.

DMRV for Natural Capital: This project will develop a new approach to valuing ecosystems based on the services provided and the stock value of natural capital, utilizing Filecoin for data storage.

Edge + Filecoin: Edge is an open-source, non-custodial, privacy-focused wallet that integrates Filecoin. The wallet is available on iOS/Android and features multi-asset support, swapping, and staking capabilities.

ES4D Series: To address excessive energy consumption and carbon emissions by data centers, ES4D is a proof of concept for the Filecoin ecosystem aimed at reducing electronic waste from data centers while keeping energy costs at a minimum.

Filecoin DHT Metrics: This project supports weekly reporting on the Filecoin Distributed Hash Table (DHT) network, including several key metrics such as node geographical locations, node uptime, node deployment (cloud vs. non-cloud), and connection errors.

Filecoin Green: FF supports projects related to Filecoin Green through environmental funding aimed at enhancing sustainability across the network.

Filecoin Incentive Design Laboratory (FIDL): FIDL is an organization that incentivizes good behavior and transparency in the Filecoin ecosystem through tools, metrics, and dashboards from the Fil+ program.

Filecoin MetaMask Wallet: This project will update the integration into the Filecoin MetaMask wallet to enhance usability.

Filecoin Solidity Optimization: This project will make the Filecoin-Solidity library compatible with all types of optimizers, including Standard, YUL, and via-IR optimizers.

FileDAG File: FileDAG is a distributed storage service built on the IPFS technology stack, focused on data management, reliability, availability, fault tolerance, and clustered storage nodes.

Filfox: The current project will update the Filfox browser to showcase activities and interactions involving user-defined participants (native and EVM smart contracts).

Forest: FF is the sponsor maintaining the Forest Filecoin implementation, which is a lightweight network client written in Rust.

Freenet 2: Freenet 2 is a distributed, decentralized key-value store where the keys are cryptographic contracts that determine which values are valid under that key. It is implemented in Rust on top of the libp2p library and will be available across all major operating systems, desktops, and mobile devices.

Public Goods Funding – Akashic: Akashic is a digital archiving and fundraising tool that uses IPFS and Filecoin for the permanent storage, preservation, and organization of the memories, stories, and cultural knowledge of refugees and vulnerable groups.

Ice Cream: Gelato provides oracles for general Web API queries so that smart contracts can use off-chain data, a feature frequently requested by the community.

Ghostdrive: Ghostdrive leverages file encryption, decentralized storage, and asset tokenization through a multi-platform application. Powered by IPFS and Filecoin, it provides an innovative and secure way to store, share, and enable a data exchange market.

GLIF: FF supports multiple GLIF projects to build interoperable applications and developer tools for the Filecoin network, providing healthier data storage and licensing options.

Hedgey Finance Developers: Hedgey provides a suite of on-chain tools for responsibly and efficiently distributing tokens from projects to their communities. Hedgey will explore deploying its smart contracts on the Filecoin EVM and adding native Filecoin wallet connectivity.

Incentive RPC Pool: Lava enables the ecosystem to consolidate multiple RPC endpoints into one optimized endpoint. This project provides insights into latency, uptime, provider accuracy, and detailed usage metrics for the Filecoin network, such as user geography, project activity, and frontend or backend usage trends.

Internet Archive: The Internet Archive has uploaded approximately 100,000 artifacts to Filecoin—ranging from internet history to official public government datasets. As part of its work in the Filecoin ecosystem, the Internet Archive has developed and refined methods for continuously uploading data to decentralized storage at scale.

Enhancing Socio-Technical Resilience in IPFS v2: This project investigates theoretical and applied models to enhance the resilience of IPFS users, establishing well-functioning governance norms and processes and investigating those that do not perform well.

Data Loading Metrics: The IPFS Force community is developing key metrics for Venus to provide operators with real-time insights into system health, enabling informed decisions without relying on extensive logs or advanced DevOps expertise.

IPLD Prolly Tree: This group is standardizing B-tree indexing within the IPLD ecosystem.

Lighthouse FVM Tools: This project aims to create tools for developers to easily utilize FVM and build on Filecoin, providing the best developer experience.

Lucky Strike Facility is a million-square-foot former tobacco factory in North Carolina being transformed into a modern data center—aimed at providing green, environmentally sustainable facility space for Web3 infrastructure, particularly for Filecoin service providers.

Mumuration Labs: Mumuration Labs designed decentralized trust and security tools that enable users to control their online experiences, including mitigating content-related risks.

Open Registry: OpenRegistry is a decentralized container registry fully compliant with OCI distribution specifications. This project supports adding IPFS storage to the backend of OpenRegistry.

Peerbit: Peerbit is a P2P database framework built on the IPFS stack that allows developers to build and maintain decentralized, private, and searchable states end-to-end across devices.

PiKNiK: To help FVM developers test storage transaction workflows, PiKNiK will set up a storage provider supporting Boost on the Calibration testnet to automatically accept smaller storage transactions promoted in Boost messages.

Regen Foundation - ReFi Chamas: This project collaborates with the Regen Network to support ReFi initiatives for women and indigenous communities in East Africa, including real-world use cases empowering climate-vulnerable populations and economic rights through Filecoin.

Render Hive: Renderhive is a trustless, decentralized, autonomous marketplace that allows any owner of CPU/GPU to provide available computing power. The platform uses IPFS, Filecoin, and Hedera's DLT to establish trust among network participants.

Spark Eco: The focus of this project is to establish an on-chain market for renewable energy certificates (RECs) globally.

Starboard: FF is the largest funder of Starboard. Starboard's Filecoin network health dashboard provides in-depth usage and growth statistics for governance support and protocol improvements.

TRANSFER Data Trust: FF supports TRANSFER in building a decentralized archive and cooperative value exchange network owned by artists.

Twinquasar-Celeste: Twinquasar collaborates with Celeste to offer green and cost-effective hosting deals for Filecoin storage providers and investors.

Venus Center: FF's resources support master programs, hackathons, storage provider incubators, trading accelerators, and more to help drive the adoption of Venus and support storage providers in storing useful data on the network.

Web Recorder: Webrecorder makes web archiving accessible, using IPFS and Filecoin as a foundation for decentralized web archiving.

WEEECycle: By integrating GAIA's backend systems with the Filecoin ecosystem, this project aims to create a framework to make the Filecoin network's electronic waste management database accessible.

Zondax: Zondax is a blockchain service provider offering security, data indexing, integration, and protocol engineering services and software solutions. Zondax's contributions to the Filecoin ecosystem include the Beryx API, Filecoin signing tools, Filecoin Ledger application, assembly script SDK for FVM, and Filecoin Gas.

3S Game Studio OU: The core aim of this integration is to provide Unreal Engine developers with the necessary tools to integrate FIL transactions and interactions directly into their games without relying on external wallets or third-party services.

Bridging with L1 Ecosystems

FF is bridging with other Level 1 (L1) ecosystems to enhance the decentralization and resilience of the broader Web3 world.

Cardano: Through a collaboration with FF, Blockfrost integrated Filecoin as a robust backup layer for Cardano applications built on Blockfrost. Blockfrost will also introduce a new service layer for Cardano builders that includes IPFS and Filecoin storage.

Solana: Driven by Triton One and DCENT and supported by FF, the collaboration archived Solana's block history on Filecoin as part of the Old Faithful initiative, making Solana's ledger data accessible and content-addressable.

Client success stories and new use cases.

2024 is a year of widespread adoption for Filecoin in various fields, showcasing the network's versatility in addressing key data storage needs for mature institutions and emerging platforms.

CERN's ATLAS Experiment: The ATLAS experiment at CERN is using Seal Storage to expand its pilot program, bringing 1 EiB of data into the network within five years. FF has been working with Seal Storage to seize this opportunity.

Hauska.ai: Hauska is a generative AI platform aimed at architects who wish to protect, share, and monetize their data, working with Filecoin to change how they store large architectural files. FF has been collaborating with Hauska to ensure their data is stored on the network.

Hippocrat: A blockchain-based healthcare project in South Korea aimed at improving health management approaches and facilitating the storage of verifiable healthcare data on Filecoin. FF catalyzed this opportunity and collaboration to showcase the potential of healthcare data on Filecoin.

Holon: Holon brings key real estate use cases to market by pushing decentralized storage, including European REIT applications, while expanding to the UAE. FF supports Holon's collaborations with Web3 & AI Festival, Magma, and Arclive to help bring commercial real estate use cases to market.

Intutzi: A location data-based data intelligence tool, Intutzi, selected Filecoin for better control of its data compared to traditional public cloud options. FF collaborated with Destor and Akave to expand the victory and chart a strategic roadmap for building more advanced integrations for Web2 clients.

Connecting AI Companies and Filecoin.

In 2024, FF announced eight collaborations with renowned AI organizations, highlighting the Filecoin network's critical role as a pillar of AI advancement in DePIN.

Aethir: The decentralized GPU cloud computing platform Aethir is storing data on Filecoin to ensure transparency, accountability, and strong audit trails for AI model governance.

Bagel: Bagel is an AI and cryptography research lab that enables AI developers to train and store their models using Filecoin's computing and storage capabilities.

Decentralized Artificial Intelligence Society (DAIS): With FF as a founding member, DAIS promotes the development of an open, decentralized, and secure internet in the age of artificial intelligence.

KiteAI: As the foundational AI layer unlocking access to AI assets, KiteAI is collaborating with FF to enhance data management for AI training. KiteAI will archive AI training datasets on Filecoin and use IPFS as part of its source layer.

Nuklai: Nuklai is a collaborative data marketplace and infrastructure provider for the data ecosystem, integrating Filecoin to make its metadata publicly accessible.

SingularityNET: The leading AI platform developer SingularityNET is storing metadata on Filecoin. Collaborating with FF will also integrate Filecoin's technology stack to support archival data needs.

Theoriq: AI foundational platform Theoriq is developing a series of AI agents trained on data stored on Filecoin, making open data more accessible and usable.

Unlocking AI: Ungate is a composable AI network built on EigenLayer that aims to revolutionize resource coordination across networks.

Advanced Ecosystem Tools

The Filecoin Foundation's network growth team collaborates with various ecosystem projects to support go-to-market strategies and targeted testing plans to develop tools and platforms. These efforts resulted in significant increases in data storage commitments, user adoption rates, and platform participation. Additionally, FF provided financial support to the following teams:

Akave: In a single quarter, Akave established a qualified trading channel with 10 clients, representing over 10 PiB of paid storage commitments, showcasing significant growth. FF provided grants to Akave to facilitate data loading.

Ansa Research: Ansa focuses on developing the Filecoin ecosystem through education and research. FF has provided research funding for Ansa.

Bagel: Through the MinerX testing program, Bagel successfully validated its platform with four storage providers, who completed rigorous testing and subsequently became official platform users. FF supported Bagel through expanded network testing of data storage and computing services on Filecoin.

Curio: The MinerX initiative facilitated comprehensive testing of Curio by 10 storage providers, who became active platform users after providing valuable feedback for future development. FF supported the initial storage provider rollout of Curio through scaled network testing.

DeStor: DeStor gained significant market traction by building a qualified storage pipeline of 14.5 PiB and successfully onboarding 3.2 PiB of paid data storage in just one quarter. FF funded DeStor for data loading pipeline expansion.

Lighthouse Storage: Lighthouse Storage's API solution demonstrated strong market validation by successfully onboarding major clients, including Aethir, Nuklai, SingularityNet, Blockfrost, and Ungate AI. FF funded Lighthouse to build more features to serve its Web3 client base.

Theoriq: FF provides listing support for AI agents powered by Filecoin network data to showcase the utility of Filecoin.

VenusHub: VenusHub has achieved substantial scale in the ecosystem, growing to support over 80 nodes and manage 40 PiB of network data. FF funded VenusHub to continue developing its community data storage programs.

Governance: Facilitating open-source decision-making.

Digital Governance:

• 3 network upgrades.

• A total of 11 FIPs were accepted in the upgrade.

• 41 FIP discussions facilitated.

As an open-source project, the Filecoin network is managed in a transparent, community-driven manner, in line with open-source principles. FF promotes open governance processes by holding open forums and soliciting community feedback to advance core protocol upgrades.

FF collaborated with the Lotus, Venus, and Forest implementation teams to devise an upgrade plan for 2024 that aligns with FF's commitment to transparency and active governance participation. This year, three major network upgrades were deployed on the mainnet: v22 (Dragon), v23 (Waffle), and v24 (Tuk Tuk).

In September, FF's governance team launched GovHub, making it easier to participate in governance of the Filecoin network. GovHub hosts PowerVote (an on-chain voting tool still in development) and Fil Poll (an off-chain non-binding voting tool for gathering input on early ideas and community proposals). The new governance tools tailored to the Filecoin protocol facilitate meaningful community discussions, support voting on key proposals, and keep members informed about the latest network developments.

Filecoin Plus: Expanding network utilization.

Digital of Fil+:

• 66 active allocators.

• 864+ PiB of DataCap distributed.

• Served 3,855 clients.

FF facilitates the Filecoin Plus (Fil+) program aimed at increasing the amount of useful data stored on the Filecoin network.

Allocators play a key role in the Fil+ program by verifying real customer data and onboarding it to the Filecoin network. Their primary responsibility is to distribute DataCap to clients.

DataCap is a network resource used to incentivize Filecoin storage participants who are facilitating value-added activities for the network, such as providing hardware capacity, offering data storage, or providing retrieval of stored data. As part of storage transactions, clients can use DataCap to pay storage providers, increasing the likelihood that storage providers will receive block rewards. This year, over 860 PiB of DataCap has been distributed to 66 allocators, serving 984 active clients.

Clients can request DataCap from allocators, each having its own application process. FF recently added an allocator registry to the Fil+ webpage to help data clients connect with potential allocators.

FF's request for new allocator pathways aids the Filecoin community in developing and running novel meta-pathways. This initiative led to 86 pathways joining the program in Q1 2024, facilitating faster DataCap allocations to clients. Each pathway undergoes separate audits to ensure compliance in storage transactions between allocators, storage providers, and clients, fostering a growing, healthy storage market.

Fil+ governance processes now include complete accounting of DataCap distributed from allocators to clients, including audits of how organizations request and receive DataCap allocations.

Security: Protecting the Filecoin network.

Data Security:

• Average one-week resolution time for reported issues.

• Initial response time for all security incidents is 1 hour.

• 8 valid reports with $441,950 in bug bounties.

FF's security team is dedicated to protecting the Filecoin network. In 2024, the team strengthened network security through the following measures:

• Coordinating monitoring systems and event response protocols across projects and teams to achieve decentralized event response capabilities.

• Providing security services and best practices for developers.

• Provide discounted access and introductions to qualified security auditors and security service providers specializing in Filecoin; and

• Develop new security research tools and testing tools.

A key milestone is the rollout of the Web3 Security Maturity Model developed by the FF security team, which helps organizations assess and improve their security when building decentralized technologies.

UXIT: Improving user experience and accessibility across the Filecoin ecosystem.

Data from the User Experience Improvement Team (UXIT):

• Carefully curated 17 dogfooding meetings.

• 7 organizations supported across the entire ecosystem.

• Two Filecoin storage provider implementations were tested on the mainnet.

In 2024, FF's UXIT supports teams and organizations building on the web by identifying usability challenges, addressing performance gaps, and providing actionable feedback on accessibility, search engine optimization (SEO), and best development practices. UXIT completed 17 dogfooding meetings across the ecosystem, helping to improve products and platforms. Additionally, UXIT refreshed key web documentation, including Fil+, filecoin.io, and Boost documentation, ensuring developers and users have the latest and most reliable resources.

In addition to these supports, FF's UXIT also led the relaunch of the fil.org website, improving its design and enhancing user experience based on community-driven user interviews. This relaunch improved performance, search engine optimization (SEO), and introduced new pages and resources needed by the Filecoin community, including GovHub, Ecosystem Explorer, Fil+ Allocator Registry, Orbit Hub, events page, security vulnerability bounty program, Web3 security maturity model, and ecosystem summary.

Communication and Marketing: Showcasing and empowering ecosystem success.

• 200+ FF newsletters, blog posts, and podcasts have been published.

Lockheed Martin: In early 2024, FF announced the successful completion of a pioneering mission to deploy the InterPlanetary File System (IPFS) in space. This demonstration followed nearly three years of collaboration involving the implementation of IPFS protocols designed for space communication, sending files from Earth to orbit and back.

Sharing stories of datasets stored on Filecoin.

Weekly, the Filecoin Foundation highlights key datasets stored on the Filecoin network across its social media and marketing channels. Some of the stories shared by FF this year include:

Cape Town Baseline Project: Photographer Roland Albertson helped document the natural settings in Cape Town throughout 2023 and preserved these images and videos on Filecoin in collaboration with the Guardian Project.

Center for Extreme Data Management Analysis and Visualization (CEDMAV): In collaboration with Seal Storage, CEDMAV at the University of Utah is preserving research data, including combustion studies, simulations, and Earth science and satellite data on Filecoin.

ClimateGPT: ClimateGPT creates and computes AI models related to climate change on Filecoin.

DocumentCloud: Since 2022, MuckRock has been building a more resilient system to protect over 11 million public interest documents. Over 750,000 documents have been stored on the Filecoin network through DocumentCloud.

End-of-Term Web Archive: The Internet Archive's Democracy's Library project has uploaded over 1 PB of material to the Filecoin network, including information collected from U.S. government websites archived during presidential transitions, known as the end-of-term web archive.

Ewesion: Ewesion is a large photo and illustration hosting platform that stores approximately 1EB of visual data, utilizing Filecoin.

Human Rights Data Analysis Group: A massive dataset containing information on Colombia's 50-year conflict was preserved on Filecoin for use by the Colombian Truth Commission and courts for amnesty decisions.

Hurricane Otis Disaster Relief Document: Using the Guardian Project's ProofMode application, documentation of damage and relief work in Acapulco, Mexico, after Hurricane Otis was uploaded to Filecoin.

Climate News Insider: This group uploaded verified photographic records of unprecedented fires in Brazil's tropical wetlands, contrasting sharply with misinformation campaigns, to Filecoin.

Digital Protocol: Utilizing the Capture app, Numbers Protocol collaborates with media organizations in Taiwan to authenticate digital content and metadata ahead of the 2024 Taiwan elections.

"Meet The Gigabrains" Documentary: The Defiant's documentary filmed during ETHDenver about the future of Web3 has been uploaded and preserved on Filecoin.

Mom, I Saw a War: The world's largest art collection of children's drawings records their firsthand experiences of armed conflict uploaded to Filecoin via Starling Lab.

SETI Institute: To preserve any potential extraterrestrial signals, the SETI Institute stores data using Filecoin.

DJ and War Crimes: An interactive media project by Rolling Stone investigates the Bosnian War cases of the 1990s, involving hundreds of verified assets preserved by Starling Lab using cryptographic technologies, including IPFS and Filecoin.

UC Berkeley Underground Physics Group: UC Berkeley's Underground Physics Group has uploaded neutrino detector research data to support the development of new detection technologies for studying neutrinos or "ghost particles" to uncover the mysteries of the universe.

Victor Chang Cardiac Research Institute: In partnership with DeStor, the Victor Chang Institute has uploaded over 125 TiB of cardiac research data to Filecoin, including cell images and encrypted machine backups.

WeatherXM: WeatherXM uses Filecoin to secure daily raw weather data collected globally through a network of meteorological stations.

78 Days: From Starling Lab, "78 Days" has validated documents using authentication technologies and decentralized web protocols during the 2020 U.S. presidential transition.

Design: Build visualization tools and resources to benefit the ecosystem.

Digital Design:

• Completed 619 creative tickets.

• Produced 226 pieces of video and podcast content.

Build Open Design Tools

The design team of the Filecoin Foundation prioritizes open design systems that enable the ecosystem to maintain cohesion and a perfect presence.
