On December 22, OP Labs published a paper discussing the decentralization roadmap of the Optimism ecosystem, stating that the ultimate goal is to reach the second stage as soon as possible, that is, no organization can change the state root of the code. In 2024, the Security Council is planned to guide and manage the upgrade keys of the ecosystem according to the Optimism governance, independent of the Optimism Foundation.
