We have received your proposal on promoting the development of the Web3 industry. After consulting with the Ministry of Science and Technology, the Chinese Academy of Sciences, and the China Association for Science and Technology, we now respond as follows:

Our department attaches great importance to the development of the Web3.0 industry. Your suggestions on strengthening resource support for Web3.0 technology research and development, strengthening technical supervision and management, encouraging international cooperation, and strengthening publicity and promotion are forward-looking and strategic, and highly consistent with the key tasks of our department.

I. Work already carried out

At present, my country has a good industrial foundation and broad development space for the development of Web3.0, especially the policy environment, technological reserves and rich application scenarios are my country's unique advantages.

1. Continuous optimization of the policy environment

Our department, together with the Central Cyberspace Affairs Commission, issued a series of policy documents, including the "Guiding Opinions on Accelerating the Application of Blockchain Technology and Industrial Development" and the "Regulations on the Management of Blockchain Information Services". Together with the National Standardization Committee, we established the National Blockchain and Distributed Ledger Technology Standardization Technical Committee (TC590) to provide a good development environment for Web3.0 based on blockchain technology. We promoted local governments to issue special policies such as the "Work Plan for Promoting the Innovation and Development of Beijing's Internet 3.0 Industry (2023-2025)" and the "Shanghai Action Plan for Cultivating the "Metaverse" New Track (2022-2025)" to seize new opportunities for the development of Web3.0.

(II) Technological exploration continues to deepen

Relevant research institutions actively track international layout and development, carry out research on emerging concepts such as Web3.0, Metaverse, Non-Fungible Tokens (NFT), explore the implementation paths and application scenarios of decentralized identity management, virtual digital people and other technologies, and judge expected risks and response measures. A number of autonomous and controllable alliance chain underlying platforms represented by Changan Chain, Ant Chain, Huawei Cloud Blockchain, Baidu Super Chain, and Fun Chain have been formed. For example: Changan Chain promotes technology iteration and upgrading through open source, gathers more than 50,000 developers, releases 15 versions in total, and develops more than 120 industry ecological partners.

(III) Accelerating the development of application

Web3.0 application scenarios in my country cover industries, medical treatment, education, tourism and other fields. Internet companies rely on their own technology and industrial advantages to launch a large number of digital collections, metaverse space and other related products, and strive to seize the initiative in the digital process. The Central Cyberspace Affairs Commission, together with the Central Propaganda Department, the Supreme People's Court and other departments, organized and carried out the national blockchain innovation application pilot action, forming replicable and popularizable typical cases and experience practices in 16 special fields such as energy, rule of law, copyright, trade finance, etc. In addition, our department supports the establishment of Beijing International Big Data Exchange, Shanghai Data Exchange and other data trading institutions, providing a "testing ground" for exploring changes in the rules of Web3.0 data elements.

(IV) Steady progress in standard development

We have promoted the establishment of the National Technical Committee for Standardization of Blockchain and Distributed Ledger Technology (TC590), and promoted the release of the first national standard in the field of blockchain technology in China, the "Reference Architecture for Blockchain and Distributed Ledger Technology", which standardizes the functional architecture and core elements of the blockchain system, and provides reference guidance for unifying the concept of blockchain, building and improving blockchain systems, and choosing to use blockchain services. We have established working groups in international standardization organizations such as ISO/TC307, ITU-T, and IEEE-SA to jointly promote the development of international and domestic standards, and simultaneously and orderly promote the work of industry standards and group standards.

2. Considerations for the next step

Next, in response to your suggestions, our department will strengthen collaborative interaction with relevant departments to promote Web3.0 technological innovation and high-quality development of the industry.

First, improve the top-level design. Strengthen the investigation and research of Web3.0, formulate a Web3.0 development strategy document that conforms to my country's national conditions, clarify the development path, technical focus, and application model of Web3.0, and handle the relationship between inheritance and innovation, development and security, government and market, supply and demand. Focus on key areas such as government affairs and industry, encourage the development of new business models such as NFT and distributed applications (DApp), and accelerate the innovative application of Web3.0 and the construction of a digital ecosystem.

Second, strengthen technical research and supervision. Support enterprises, universities, and research institutions to carry out research on Web3.0 technology systems, and achieve breakthroughs in key core technologies in cross-chain, privacy computing, and smart contracts. Deploy research on blockchain security supervision and governance technologies, conduct research on alliance chain technology convergence and cross-chain mutual recognition, and explore blockchain technology system architecture that takes into account the open characteristics of public chains and the easy-to-regulate characteristics of alliance chains. Increase support for the development of data security products, strengthen the management of network product security vulnerabilities, and enhance the network and data security protection capabilities in the development of Web3.0.

The third is to carry out international exchanges and cooperation. Closely follow the cutting-edge trends of Web3.0 in the international political, industrial, academic and research circles. Encourage research institutes, universities, enterprises, etc. to participate in global standardization activities related to Web3.0, promote participation and leadership in the formulation of international standards, de facto standards, and international alliance standards related to Web3.0, and enhance international discourse power and rule-making power. Accelerate the cultivation of compound talents, cultivate high-end talents with innovative capabilities, and build a high-level talent team.

Fourth, we will increase technology publicity and promotion. We will build and use existing popular science platform resources well, and continue to improve the public's understanding and awareness of Web3.0 technology through the dissemination of official new media platforms such as Science Popularization China. We will promote the implementation of distributed digital identity (DID) and other application pilots, explore institutional and personal Web3.0 digital identity authentication and digital asset management systems, establish data governance and transaction circulation mechanisms, and form replicable and popularizable typical demonstration projects. We will promote the application of Web3.0 academic progress and technological achievements, build a technology and industry application exchange platform, and promote the innovative development of the Web3.0 industry.
