Pavel Durov published a post on his Telegram channel, in which he explained some points related to the issuance of IP addresses and phone numbers of users to "relevant authorities." This message is apparently related to the publication of September 23: then the owner of Telegram announced an update to the terms of service and privacy policy in the messenger.
In a new message, Pavel Durov clarifies that Telegram has had the ability to provide authorities in different countries with IP addresses and phone numbers of users who have violated the law since at least 2018. According to him, with a properly executed request through the appropriate communication channels with the messenger administration, data “on dangerous criminals” was provided long before the announcement on September 23, 2024.
In this regard, Durov mentions his own @transparency bot, which provides statistics on such requests. In Europe, according to the businessman, the third quarter saw an increase in the number of correctly executed legal requests to Telegram. According to Durov, this is due to the fact that more and more EU regulators are using the “correct line of communication” for their requests - what the EU DSA (Digital Services Act) requires.
Durov emphasized that the principles of Telegram's work have not changed; there has been unification and harmonization of the terms of service and privacy policy in different countries.
