You read it correctly "after". Users who completed verification earlier will not be able to do so.
This is super weird, but it also shows that 8/5 did take a snapshot
There are several possibilities:
❶ OG does not need to claim, just use the gift
❷ OG has some other qualification
❸ OG go to hell
Finally, I was disgusted by this sentence. Although I rarely FUD projects, it is not difficult to imagine that they may want to create the illusion of a large increase in new users.
