In the foreseeable future, the competition for U cards will become increasingly fierce, possibly even turning into a default model. When Visa and Mastercard's own networks go live, they can basically bypass banks, allowing U to directly recharge (cross-chain) to their networks and then spend directly. Of course, they won't use any existing public chains; are you saying they will create their own data center chain? Isn't what you are using a data center chain? Which one isn't a data center chain?
