Selon les experts, une des raisons d’être du "parti de Dieu", en plus de faciliter la mainmise iranienne sur l’État libanais, était de dissuader les Israéliens d’attaquer le territoire iranien et, le cas échéant, d’entrer en action si jamais une telle attaque devait survenir. Sauf que pas une seule roquette, ni même un seul obus anti-char n’ont été tirés par le parti pro-iranien en direction de l’État hébreu tout au long des 12 jours de la guerre qui a opposé son ennemi juré à son parrain financier et militaire.  "Nous rendons grâce à Dieu d’avoir réussi, au cours des deux dernières semaines, à empêcher que le Liban ne soit entraîné dans une nouvelle guerre", a soufflé le Premier ministre libanais Nawaf Salam, lors d’une visite à Doha. Une retenue demandée par Téhéran ? La retenue du Hezbollah a offert un certain répit au Liban alors même que le sud du pays reste le théâtre de bombardements israéliens fréquents, les derniers en date menés par les Israéliens ayant visé, vendredi 27 juin, les hauteurs de la région de Nabatiyé.  Un front semi-ouvert donc, malgré le cessez-le-feu conclu entre le "parti de Dieu" et Israël, fin novembre, après treize mois d’affrontements à la suite de l’entrée en action du mouvement libanais contre l’État hébreu en solidarité avec les habitants de la bande de Gaza et pour soutenir le Hamas, que Benjamin Netanyahu a promis d’annihiler après les attaques du 7-octobre.  L'accord de trêve stipule que le Hezbollah doit retirer ses combattants au nord du fleuve Litani, à quelque 30 kilomètres de la frontière israélienne, seules l'armée libanaise et les forces de maintien de la paix onusiennes (Finul) devant être déployées dans le secteur. De son côté, en plus de ses violations du cessez-le-feu elles aussi sans réponse de la part du Hezbollah, l’armée israélienne continue d’occuper cinq positions "stratégiques", alors qu'elle devait, selon le texte, procéder à un retrait total de ses troupes. Si certains ont cru percevoir un signe de libanisation de l’agenda iranien du Hezbollah, à travers sa prise de distance de la guerre lancée par Israël contre la République islamique, d’aucuns au pays du Cèdre préfèrent rester prudents.  "Je ne serai pas tellement optimiste quand on entend les déclarations de solidarité avec l’Iran de Naïm Qassem qui a dit, textuellement ‘confirmer et s’enorgueillir d’être aux côtés de l’Iran et sous l’autorité de l’imam Khamenei’", confie Sami Nader, directeur de l’institut des sciences politiques à l’Université Saint-Joseph, à Beyrouth. Le Hezbollah est soumis au principe chiite du "wilayat al-faqih", qui affirme la primauté du religieux sur le politique, une doctrine qui explique pourquoi il est se place sous l’autorité du Guide suprême iranien, Ali Khamenei, et aux dépens de celle de l'État libanais. D'ailleurs, selon ​un haut responsable américain cité par le quotidien émirati The National, le Hezbollah ne serait pas intervenu dans la dernière guerre Iran-Israël sur ordre de Téhéran, afin de conserver "ce qui reste de sa force". Le parti chiite "est maintenant sous pression pour se préserver. Il a mis un genou à terre", a déclaré le responsable américain, s'exprimant sur sous le couvert de l'anonymat.  La question de l’arsenal du Hezbollah Plus qu’un ordre ou un contre-ordre iranien, Sami Nader indique que le Hezbollah, largement affaibli par les frappes israéliennes sur ses fiefs du Sud-Liban et de la banlieue sud de Beyrouth, n’était pas en mesure d’entrer en guerre. "Plusieurs facteurs expliquent pourquoi il est resté en retrait de conflit, souligne-t-il. Le premier est militaire, dans le sens où ses capacités d’action ont été sérieusement réduites après la dernière guerre qui l’a opposé à Israël, et durant laquelle ses leadership politique et militaire ont été décapités".  En plus de Hassan Nasrallah et de son cousin et successeur désigné, Hachem Safieddine, l’armée israélienne a liquidé la quasi-totalité de son commandement militaire, tandis que les explosions des bipeurs ont éloigné du front plusieurs milliers de combattants. Sans compter qu’il est privé, depuis la chute de Bachar al-Assad en décembre 2024, de ses routes de ravitaillement syriennes. "En plus de cette réalité de terrain qui lui a fait comprendre que ce n’était pas vraiment le moment de croiser le fer une nouvelle fois avec Israël et que ses choix sont réduits, il y a des raisons politiques qui expliquent la retenue du Hezbollah, poursuit Sami Nader. Son partenaire politique chiite, Nabih Berri, président du Parlement et chef du mouvement Amal, a été radicalement clair sur le fait que le Liban ne devait pas participer à une nouvelle confrontation directe avec Israël".  "Devenu encore plus incontournable sur le plan national et indispensable au sein de la communauté chiite après l’assassinat de Hassan Nasrallah", Nabih Berri "a mesuré quel serait le coût d’un nouvel aventurisme après toutes les conséquences et les destructions de la dernière guerre essuyées par la communauté chiite qui a un nouvelle fois payé un prix énorme".  Les affrontements directs entre le Hezbollah et l’armée israélienne ont fait plus de 3 800 morts et près de 15 000 blessés, essentiellement des civils côté libanais selon le ministère de la santé, alors qu'une centaine de soldats et de civils israéliens ont perdu la vie selon des chiffres officiels. "Toujours sur le plan politique, la question de l’arsenal du Hezbollah, longtemps reléguée aux oubliettes, est devenue centrale au Liban et l’enjeu numéro un du nouveau pouvoir en place, estime Sami Nader. Par conséquent, le parti chiite se retrouve confronté à une énorme pression de différents acteurs politiques qui s'ajoute à celle des puissances occidentales et régionales". Le Hezbollah est le seul groupe libanais à ne pas avoir désarmé après les accords de Taëf (Arabie saoudite) de 1989, qui avaient permis de mettre fin à la guerre du Liban (1975-1990), au nom de la lutte contre l’occupation israélienne du sud du pays (1978-2000). Depuis son élection à la présidence du pays du Cèdre, après deux ans de vacance présidentielle, Joseph Aoun et son Premier ministre Nawaf Salamcherchent, avec l’appui des puissances occidentales et arabes à "étendre l’autorité de l’État sur l’ensemble du territoire libanais", ce qui entend nécessairement le rétablissement du monopole de l'État sur les armes et donc le désarmement des milices palestiniennes dans les camps de réfugiés et des mouvements libanais… dont le Hezbollah.  Ce qui ne peut se faire sans dialogue avec le parti pro-iranien qui ne semble pas enclin à renoncer à ses armes. Créé en 1982 par Téhéran pour lutter contre l’armée israélienne qui occupait le Sud-Liban, la milice islamiste chiite s’est muée au fil des décennies en un puissant mouvement politico-militaire au point de devenir un des principaux acteurs de "l’axe de résistance" mis en place par Téhéran face à Israël. Selon les experts, une des raisons d’être du "parti de Dieu", en plus de faciliter la mainmise iranienne sur l’État libanais, était de dissuader les Israéliens d’attaquer le territoire iranien et, le cas échéant, d’entrer en action si jamais une telle attaque devait survenir.
Sauf que pas une seule roquette, ni même un seul obus anti-char n’ont été tirés par le parti pro-iranien en direction de l’État hébreu tout au long des 12 jours de la guerre qui a opposé son ennemi juré à son parrain financier et militaire. 
"Nous rendons grâce à Dieu d’avoir réussi, au cours des deux dernières semaines, à empêcher que le Liban ne soit entraîné dans une nouvelle guerre", a soufflé le Premier ministre libanais Nawaf Salam, lors d’une visite à Doha.
Une retenue demandée par Téhéran ?
La retenue du Hezbollah a offert un certain répit au Liban alors même que le sud du pays reste le théâtre de bombardements israéliens fréquents, les derniers en date menés par les Israéliens ayant visé, vendredi 27 juin, les hauteurs de la région de Nabatiyé. 
Un front semi-ouvert donc, malgré le cessez-le-feu conclu entre le "parti de Dieu" et Israël, fin novembre, après treize mois d’affrontements à la suite de l’entrée en action du mouvement libanais contre l’État hébreu en solidarité avec les habitants de la bande de Gaza et pour soutenir le Hamas, que Benjamin Netanyahu a promis d’annihiler après les attaques du 7-octobre. 
L'accord de trêve stipule que le Hezbollah doit retirer ses combattants au nord du fleuve Litani, à quelque 30 kilomètres de la frontière israélienne, seules l'armée libanaise et les forces de maintien de la paix onusiennes (Finul) devant être déployées dans le secteur. De son côté, en plus de ses violations du cessez-le-feu elles aussi sans réponse de la part du Hezbollah, l’armée israélienne continue d’occuper cinq positions "stratégiques", alors qu'elle devait, selon le texte, procéder à un retrait total de ses troupes.
Si certains ont cru percevoir un signe de libanisation de l’agenda iranien du Hezbollah, à travers sa prise de distance de la guerre lancée par Israël contre la République islamique, d’aucuns au pays du Cèdre préfèrent rester prudents. 
"Je ne serai pas tellement optimiste quand on entend les déclarations de solidarité avec l’Iran de Naïm Qassem qui a dit, textuellement ‘confirmer et s’enorgueillir d’être aux côtés de l’Iran et sous l’autorité de l’imam Khamenei’", confie Sami Nader, directeur de l’institut des sciences politiques à l’Université Saint-Joseph, à Beyrouth.
Le Hezbollah est soumis au principe chiite du "wilayat al-faqih", qui affirme la primauté du religieux sur le politique, une doctrine qui explique pourquoi il est se place sous l’autorité du Guide suprême iranien, Ali Khamenei, et aux dépens de celle de l'État libanais.
D'ailleurs, selon ​un haut responsable américain cité par le quotidien émirati The National, le Hezbollah ne serait pas intervenu dans la dernière guerre Iran-Israël sur ordre de Téhéran, afin de conserver "ce qui reste de sa force".
Le parti chiite "est maintenant sous pression pour se préserver. Il a mis un genou à terre", a déclaré le responsable américain, s'exprimant sur sous le couvert de l'anonymat. 
La question de l’arsenal du Hezbollah
Plus qu’un ordre ou un contre-ordre iranien, Sami Nader indique que le Hezbollah, largement affaibli par les frappes israéliennes sur ses fiefs du Sud-Liban et de la banlieue sud de Beyrouth, n’était pas en mesure d’entrer en guerre.
"Plusieurs facteurs expliquent pourquoi il est resté en retrait de conflit, souligne-t-il. Le premier est militaire, dans le sens où ses capacités d’action ont été sérieusement réduites après la dernière guerre qui l’a opposé à Israël, et durant laquelle ses leadership politique et militaire ont été décapités". 
En plus de Hassan Nasrallah et de son cousin et successeur désigné, Hachem Safieddine, l’armée israélienne a liquidé la quasi-totalité de son commandement militaire, tandis que les explosions des bipeurs ont éloigné du front plusieurs milliers de combattants. Sans compter qu’il est privé, depuis la chute de Bachar al-Assad en décembre 2024, de ses routes de ravitaillement syriennes.
"En plus de cette réalité de terrain qui lui a fait comprendre que ce n’était pas vraiment le moment de croiser le fer une nouvelle fois avec Israël et que ses choix sont réduits, il y a des raisons politiques qui expliquent la retenue du Hezbollah, poursuit Sami Nader. Son partenaire politique chiite, Nabih Berri, président du Parlement et chef du mouvement Amal, a été radicalement clair sur le fait que le Liban ne devait pas participer à une nouvelle confrontation directe avec Israël". 
"Devenu encore plus incontournable sur le plan national et indispensable au sein de la communauté chiite après l’assassinat de Hassan Nasrallah", Nabih Berri "a mesuré quel serait le coût d’un nouvel aventurisme après toutes les conséquences et les destructions de la dernière guerre essuyées par la communauté chiite qui a un nouvelle fois payé un prix énorme". 
Les affrontements directs entre le Hezbollah et l’armée israélienne ont fait plus de 3 800 morts et près de 15 000 blessés, essentiellement des civils côté libanais selon le ministère de la santé, alors qu'une centaine de soldats et de civils israéliens ont perdu la vie selon des chiffres officiels.
"Toujours sur le plan politique, la question de l’arsenal du Hezbollah, longtemps reléguée aux oubliettes, est devenue centrale au Liban et l’enjeu numéro un du nouveau pouvoir en place, estime Sami Nader. Par conséquent, le parti chiite se retrouve confronté à une énorme pression de différents acteurs politiques qui s'ajoute à celle des puissances occidentales et régionales".
Le Hezbollah est le seul groupe libanais à ne pas avoir désarmé après les accords de Taëf (Arabie saoudite) de 1989, qui avaient permis de mettre fin à la guerre du Liban (1975-1990), au nom de la lutte contre l’occupation israélienne du sud du pays (1978-2000).
Depuis son élection à la présidence du pays du Cèdre, après deux ans de vacance présidentielle, Joseph Aoun et son Premier ministre Nawaf Salamcherchent, avec l’appui des puissances occidentales et arabes à "étendre l’autorité de l’État sur l’ensemble du territoire libanais", ce qui entend nécessairement le rétablissement du monopole de l'État sur les armes et donc le désarmement des milices palestiniennes dans les camps de réfugiés et des mouvements libanais… dont le Hezbollah. 
Ce qui ne peut se faire sans dialogue avec le parti pro-iranien qui ne semble pas enclin à renoncer à ses armes. "Notre choix est la libération de la terre, la construction du pays, le refus de se soumettre aux diktats ou à l’ennemi, et nous résisterons pour notre pays, quels que soient les sacrifices", a juré jeudi Naïm Qassem.
