I think the Washington Agreement represents an important diplomatic opportunity, a potentially structuring framework, but it is likely to remain symbolic if the political will is not accompanied by concrete and unpopular actions: disarmament, effective withdrawal, transforming the mining economy, reintegration, justice, guarantees for the population.
The absence of mutual trust, geopolitical interests, mineral influence, control, and the complexity of local dynamics, armed groups, militias, and the civilian population mean that a simple piece of paper will not change the realities of Eastern DRC.
