They say over 90% of apartments are rented in the shadows. Owners don’t pay taxes because 23% isn’t a 'tax', but rather pure rental oppression. Now officials have found a brilliant solution: let’s lower the rate to 5-12%, and everyone will rush to legalize. Aha, they ran away.
Because while some count 'benefits for internally displaced persons', others already understand: the owner will still include this tax in the price. Was it 15 thousand for a one-room apartment in Darnytsia? It will become 18. Because 'the state asked'.
And there's no need to pretend that this is a concern for tenants. The government just dreams of how realtors and notaries will turn into tax agents. Can you imagine a realtor running around with a stamp and reporting to the tax office? This is not reform — it’s a new season of '95 Quarter'.
But there is a silver lining: an official contract will allow you not to fear that tomorrow the owner will put your things in the stairwell. Instead, they can issue you an official invoice with tax and a lawsuit if you scratched their wardrobe. Civilization, in a word.
In reality, everything is simpler:
rate 5-7%? The middle segment will legalize, but prices will also rise;
rate 10-12%? Everyone hides in the shadows again, and the market remains 'gray'.
So this whole story resembles yet another series: 'How to squeeze a couple of billion from people while claiming we care about them.'
