Michael Saylor and large companies are buying millions or even billions in $BTC , but why isn't Bitcoin rising? The reason is simple: their purchases come from people who already own $BTC . For example, if I have 100 $BTC and I sell, the price may drop if there isn't enough demand. When companies like Saylor buy, they usually purchase from existing holders at higher prices. Both the buyer and the seller agree on a fair rate, so there isn't a large drop or rise and no significant volatility. This is different from ETFs.
