According to Foresight News and reports from Huigang Communications, Polish Prime Minister Tusk opposes arranging a meeting between the Russian and Ukrainian heads of state in Budapest, Hungary, on the grounds that it is 'inauspicious.'

His explanation states that the Budapest Memorandum on Security Assurances, signed in 1994 by the United States, Russia, and the United Kingdom, committed to providing territorial integrity guarantees to Ukraine, which agreed to give up nuclear weapons at the time. However, it has been proven that these commitments were not fulfilled. The head of the Ukrainian president's office, Yermak, also stated that the mistakes of 1994 regarding Ukraine's security guarantees cannot be repeated.
