Welsh man James Howells, who accidentally threw away his cold wallet containing thousands of Bitcoins in 2013 and has been searching for his hard drive ever since, has finally given up. In a statement, Howells stated that he will launch a Layer 2 project on the Bitcoin network and one day purchase the land where the city dump once stood.
