President Trump signed the GENIUS Act on July 18, 2025, establishing the first comprehensive legal framework for payment stablecoins in the United States. The law defines who can issue stablecoins, requiring federal or state licenses, 1:1 backing with liquid reserves, monthly audits, and strict compliance with anti-money laundering regulations. It also explicitly prohibits algorithmic stablecoins.

The regulation prioritizes user protection in the event of issuer insolvency, stating that if the issued value exceeds 10 billion dollars, additional federal oversight will apply.
