The Russian government has established new regulations for cryptocurrency mining. These measures include three main components. First, authorities will be able to remotely disconnect mining equipment during periods of high demand for electricity.
This step will primarily ensure the electricity supply to homes, hospitals, and essential service enterprises. Miners will be classified as "fourth category" consumers – the lowest priority in the national energy system.
Second, legal sanctions have been strengthened. Illegal connections to the network or operation in prohibited areas will incur fines and criminal liability. In twelve regions with electricity shortages, restrictions are in place, including Siberia and the North Caucasus. In some regions, these restrictions will last up to six years. Additionally, a state registry of mining equipment will be created. This system will require labeling and certification of all imported equipment.
Third, the current circumstances justify these actions. Russia legalized mining in 2024, but the rapid growth of this sector led to the depletion of regional electricity surpluses. President Vladimir Putin noted at the economic forum: "In some regions, we had surpluses, but miners consumed them. We made the necessary decisions." Official data shows that only 30% of mining companies are registered. This year, hundreds of illegal farms were shut down during police operations.
There are some exceptions. Miners consuming less than 6000 kWh per month do not require registration. Final rules will be presented by September 2025. Implementation will begin in regions where restrictions are in place.

The Ministry of Energy clarified: "The registry will determine who uses electricity for mining. It will allow for remote disconnections when necessary." The goal is to redistribute electricity among priority consumers, reduce state losses from illegal mining, and manage the growth of the sector after its legalization.
