They withdrew 47.28 million USDT from places like Cryptocom and Cumberland to purchase ETH on-chain, and then collateralized ETH to borrow 16.75 million USDT from Aave to continue buying ETH. In other words, they have leveraged a bit.

Currently, this whale/institution should hold 38,000 ETH ($135 million).
