About half of Russians are not interested in using the digital ruble, according to a survey, which also showed that about 40% do not see the advantages in the latest version of the national fiat.

The results were published after Moscow lawmakers approved a new schedule for the introduction of the state currency. The introduction is expected to begin in about a year, according to the latest proposal from the Bank of Russia, made in response to Putin's recent call for widespread implementation.

Russians are largely unaware of the digital ruble.
Despite the recent increased media coverage of the updated timelines for the gradual launch of the digital twin of the Russian fiat, half of the population of Russia, according to a new survey, knows nothing about the digital ruble or has only heard the term.

Only 7% of Russians are aware of the third form of legal payment means in their country after cash and cashless money, which has been in development for many years. The authors of the study note that the understanding of the concept of 'digital ruble' remains unclear even among those who are aware of it:

"A third of respondents had difficulty answering, and among the rest, opinions were divided: they perceive the digital ruble as a form of cashless or electronic money, as an analog of the regular ruble in a new form, and simply as 'virtual currency'.

The survey was conducted by the All-Russian Public Opinion Research Center (VTsIOM) in collaboration with the Roscongress Foundation, the organizer of the St. Petersburg International Economic Forum (SPIEF).
Skepticism is decreasing, but it is still very high.
Although the share of those willing to use the Central Bank of Russia's digital currency (CBDC) has increased over the past couple of years from 30% in 2023 to 35% in 2025, the majority remain quite skeptical. Public opinion polls have shown:

"Half of Russians do not want to try the new format of the ruble."

Men are generally more open to this idea than women, but young people under 35 are certainly the most active among potential users.

"With age, the share of those who 'definitely would not' want to use the digital ruble increases, peaking among respondents over 60 years old," VTsIOM added, highlighting the generational differences.

Few Russians see the advantages of CBDC.
Most Russians find it difficult to assess the advantages of the digital ruble, and the few who are aware of them prioritize security, convenience, and transparency—responses that have not changed since last year's survey.

The majority's opinion aligns with that of Herman Gref, CEO of Russia's largest lender. Speaking to reporters at SPIEF, the top manager of Sberbank admitted that he finds it difficult to see any potential advantages, stating:
"As a person, I do not understand why digital rubles are needed. As a bank... I also do not understand it very well yet."

Skeptics, convinced that there are no significant advantages of the digital ruble over the traditional Russian fiat (40%), make up a much larger share of respondents than optimists (only 6%). The share of those who found it difficult to answer the question about the pros and cons is quite high, VTsIOM noted, concluding:
"Overall, the digital ruble is still perceived more as a potential risk than as an obvious advantage."

Concerned participants in the study clearly articulated their main concerns, including those related to hacking risks, increased state control, and dependence on the internet, reiterating three main responses from 2024.

Russian authorities plan to gradually provide the public access to the new cryptocurrency starting from September 1, 2026, according to the new schedule from the Bank of Russia approved this week by the State Duma. In June, Vladimir Putin urged regulators to accelerate its launch.
