A draft internal document prepared by the European External Action Service shows that the EU is considering a range of measures options, including a 'complete suspension' of the EU-Israel Association Agreement involving trade and other areas of cooperation. Other proposals include a partial suspension of the agreement - specifically suspending 'political dialogue' between Brussels and the government of Israeli Prime Minister Netanyahu, which requires unanimous agreement from all 27 member states. However, the document notes that suspending the 'trade chapter' of the agreement would remove the preferential treatment for Israeli products entering the EU market, which could be passed by the EU Council with a qualified majority vote, making this option more likely. A complete ban on imports of products from illegal settlements in the West Bank would require unanimous consent from all member states, but the document points out that countries can implement this policy individually.
