The legal framework for Crypto in Vietnam is gradually being completed: The Prime Minister requests the submission of the decree before 15/7
On 7/7/2025, Prime Minister Pham Minh Chinh signed Official Dispatch No. 104, requesting relevant agencies to submit a draft Decree on the management of digital assets (Crypto) before 15/7/2025.
The goal of the Decree is to create a clear, sustainable, and safe legal framework for the digital asset market in Vietnam.
The Ministry of Finance is assigned to lead, research, and develop policies to:
Manage Bitcoin, Ethereum, and other tokens that have not been clearly identified.
Apply modern legal standards compatible with international norms.
Report on the impact of U.S. tax policies and upgrade Vietnam's stock market from frontier to emerging.
This move helps Vietnam keep up with international trends, amidst countries like the U.S. and Europe building crypto regulations to prevent fraud and promote investment.
At the same time, the U.S. House of Representatives announced Crypto Week from 14–18/7, with 3 notable bills:
GENIUS (stablecoin management)
CLARITY (decentralization between SEC & CFTC)
Anti-CBDC Act (against the issuance of central bank digital currency)
