On the afternoon of June 18, speaking at the discussion session on the amended Railway Law project, National Assembly representative Trịnh Xuân An (Đồng Nai) emphasized that investors wanting to participate in the railway project need to prove sufficient capacity and ability to arrange capital. According to him, stricter regulations need to be added to ensure the feasibility of the investor's financial capacity.
Mr. An cited: 'It is impossible to just provide a general report on equity, loans... but need to specify financial capacity. Recently, there was a case of an unknown investor somewhere declaring to have 100 billion USD to build the North-South high-speed railway. This investor seems to have fallen from the sky, very hard to imagine. They sent documents, but in my opinion, the proof is very vague.'
From there, he proposed that there should be an independent appraisal mechanism, the establishment of an appraisal and audit council, while also establishing a cross-checking mechanism to select truly capable investors.
In response, Mr. Võ Xuân Trường - Chairman of Mekolor, representing the Mekolor (Vietnam) and Great USA (USA) alliance - the unit that declared it wanted to voluntarily invest 100 billion USD in the North-South high-speed railway line, spoke out on his personal Facebook page named 'Philip Vo'.
Accordingly, Mr. Trường affirmed that he never claimed to have the ability to raise capital but rather to prove he has available funds to commit to the project, not to borrow under the project's name to raise capital.
'We have attached financial capacity to Prime Minister Phạm Minh Chính and Deputy Prime Minister Trần Hồng Hà, but have never mentioned the ability to raise capital. This has been misunderstood in a very 'unknown' and unprofessional manner,' Mr. Trường wrote.
Is Mekolor an 'unknown' enterprise?
Mr. Trường stated that Mekolor - Great USA is currently coordinating two large structures including One Mekong One Meal - a financial model supporting economic development for nearly 200 million people in the Mekong sub-region; and Great Network - a global financial operating system with a scale of up to 455 trillion USD, thousands of times the GDP of Vietnam. The system currently has 120 trillion USD, and the 100 billion USD for the railway is just a part of the chain.
However, according to research, Mekolor is a 'micro' enterprise, established on October 27, 2016, with its main business being event organization, and a registered charter capital of only 1 billion VND. The enterprise last changed its information on September 9, 2021. Regarding business results, the company reported a profit of only 1 million VND in 2019; in 2020 and 2021, it recorded losses of 2.7 million VND and 8 million VND, respectively.
