Drafting and Piloting Regulations 2024: PM Phạm Minh Chính ordered the Ministry of Finance (MoF) and State Bank of Vietnam (SBV) to draft a unified legal framework for digital assets and explore sandbox pilots in fintech hubs . March–May 2025: MoF teamed with SBV and other ministries to create a crypto framework, and MI с drafted Law on Digital Technology Industry (DTI Law), expected to be tabled to the National Assembly in May 2025 .
